Buildings account for almost half the UK's energy demand, and so the management of energy use in buildings is becoming increasingly important. There is increasing regulatory and market pressure on building owners and occupiers to ensure that the buildings they operate are managed as economically and efficiently as possible.The EU Energy Performance of Buildings Directive raises the stakes for building energy managers, particularly those operating public buildings. The Directive, which is implemented in England and Wales via the Energy Performance in Buildings Regulations 2007, with parallel provisions covering Scotland and Northern Ireland, requires the production and display of energy certificates for public buildings. In England, Wales andNorthern Ireland the Regulations require this Display Energy Certificate (DEC) to be based on metered energy consumption. The resulting certificates reveal how efficiently the building is being operated, and the accompanying advisory report identifies potential improvement measures.Display Energy Certificates are intended to raise public awareness of energy use in the buildings used by the public sector, and motivate those who operate the buildings to improve the energy performance of the buildings they manage. This comprehensive guidance describes the legal requirements for DECs, the collection of the data and calculation of Operational Ratings and the production of advisory reports. There are also sections which address common questions about DECs, which will be useful to building managers and owners and also to energy assessors. There is also a short section on the Landlord's Energy Statement and Tenant's Energy Review (LES-TER) tool, developed by the British Property Federation in association with CIBSE and others, to enable the owners and operators of multi-tenanted buildings to address the specific energy reporting needs of such buildings.With the introduction of the Carbon Reduction Commitment in 2010, many of the public bodies who require DECs will also need to provide returns under the CRC. DECs provide a ready-made tool for meeting these aspects of the CRC, and minimising compliance costs. It is estimated that a fifth of the energy used in European buildings is wasted. At a time of significant economic challenges, there is every incentive to take a greater interest in saving energy, money and carbon emissions in buildings. The Display Energy Certificate and its associated advisory report offers the public sector an opportunity to tackle energy use in the public estate, and this guidance will help them to make the best use of energy certificates to drive economy in the public estate.
