CEs
should
be
involved
in
all
phases
of
a
project
life
cycle,
from
initial
planning
and
evaluation
to
the
start-up
of
the
plant
after
construc-
tion.
An
estimate
is
a
prediction
of
the
manner
in
which
a
project
will
be
executed.
The
single
largest
potential
for
variation
in
an
early
estimate
is
the
design
and
execution
basis.
Finalizing
the
design
and
execution
basis,
con-
sequently,
has
a
dramatic
effect
on
estimate
accuracy.
There
are
owner
or
client
CEs,
and
there
are
contractor
CEs,
with
some-
what
different
roles
to
play
but

same
end
