There is a lot of information and data on the Tibet Autonomous Region (TAR) in China's official media, but information concerning the cadres who govern the Tibet Autonomous Region (TAR) and some key aspects of China's policies on Tibet is very scanty. When available, the information is piecemeal and scattered and, therefore, denied to most except those who make determined efforts.This book is an initial attempt to make pertinent information on Tibet readily available to an interested reader. The emphasis is on presenting biographical sketches of the relatively more important cadres to enable the analyst and reader to form an impression about the individual, his future career prospects and possibly his affiliations. The book briefly discusses the Aid Tibet Programme. The programme's importance lies in the fact that it has ensured the exposure of many CCP cadres across China to the conditions in Tibet and had an important influence in their career paths. Consequently, over the years it has built a cohort of CCP cadres with a stake in the CCP and Central Government's policies on Tibet.

NGARI (CH: ALI) ADMINISTRATIVE DISTRICT (AD)
The Ngari (Ch: Ali) Administrative District (AD), borders India, with headquarters at Gar County. The famous Hindu pilgrim centres of Mansarovar and Mount Kailash are located in the region. The border trade post of Burang, which is used to conduct trade with India and Nepal and the trading post of Shipkila are in this prefecture. The total length of its border is 1,116 km, with 57 passes. The AD stretches 600 km from east to west and measures 550 km from north to south, covering a total area of 3,30,000 sq. km. It has a total population of 95,465, with a density of 0.23 people per sq. km. This is the largest AD in Tibet in terms of geographic area, with the least density of population. The number of peasants and herdsmen totals 58,807, or 85.2 percent of the total population.
Ngari Gunsa Airport is a dual-use military and civil airport serving the town of Sengye Khabab in Ngari Prefecture, in the southwest of the Tibet Autonomous Region near the Indian border. It started operations on 1 July 2010, becoming the fourth civil airport in Tibet after Lhasa, Nyingchi, and Chamdo airports.
Situated at 4,274 m (14,022 ft) above sea level, Gunsa Airport is the fourth highest airport in the world after Chamdo Bangda Airport (elevation 4,334 m (14,219 ft), Kangding Airport (elevation 4,280 m (14,042 ft)) and Nagchu Dangring, which was supposed to open for use in 2015 but has not been completed as yet. Once completed, Nagchu Dangring will be the highest airport in the world at 4,436 m (14,554 ft)). Gunsa airport has a 4,500-meter runway. It is expected to handle 120,000 passengers by 2020. Construction began in May 2007 and cost an estimated 1.65 billion yuan (US$ 241.22 million).
