This Routledge Revival reissues the 5th edition of 1985. T. H. Marshall's masterly and unrivalled analysis of the development of welfare policies between 1890 and 1945 remains unchanged. The second half the book, with a chapter on every 'arm' of the welfare state, retains Marshall's original structure but was completely rewritten and updated by A. M. Rees, considering developments to the end of 1984.
