O autor propôs em sua dissertação de mestrado na UFSB e agora nesta obra a inserção da variável ambiental na legislação fiscal de Porto Seguro, na Bahia. Mesmo com as limitações constitucionais impostas atualmente, é possível adotar medidas que garantam um comportamento ambientalmente mais adequado dos cidadãos. Num cenário de mudanças climáticas e de crimes ambientais de grandes proporções como os de Mariana, Brumadinho e o vazamento de óleo do Nordeste brasileiro, cada vez mais há uma necessidade premente de uma mudança de pensamento do próprio sistema capitalista e de sua sociedade de consumo, e ela pode se iniciar nos municípios.
