Vehicle Registration, HGV Road User Levy, Excise Duty and Trade Licences

Vehicle Registration

New vehicles must be registered with the DVLA at Swansea and a registration number obtained for each. A one-off first registration charge of £55 is made to cover the DVLA’s administrative costs. A list of new vehicle registration marks is also described on pp 410–12.
The registration number must be displayed on plates mounted on the front and rear of the vehicle. These must conform to legal requirements as specified in the Road Vehicles (Display of Registration Marks) Regulations 2001 as amended (see p 411 for full details).
Annual registration prefix changes were replaced by six-monthly changes from 1 March 1999 (prefix ‘T’) until 1 September 2001, when an entirely new format for registration plates was introduced. This comprises two letters representing the place of registration (ie one of 19 areas followed by a letter for the office of registration). Two numbers denote the year of registration. The last three letters are randomly selected.
Form V55/4, which is used for motor vehicle registrations, consists of a single sheet used for first-licensing and registration purposes and a two-sheet section with carbon paper inserts, so that details of the vehicle and the dealer’s name and town (but nothing more) will copy through onto those sheets....
